
Mr. Justice Eugene Regan
Judge of the CJEU
Born 1952 in Kilcoon Co. Meath (Ireland), Eugene Regan studied at University College Dublin, where he obtained a degree in politics and economics in 1974 and a master’s degree in political economy in 1975. He completed his university education with a master’s degree in international and comparative law from the Université libre de Bruxelles (Free University of Brussels, Belgium) in 1979.
Between 1975 and 1979, Mr Regan worked as an economist with the Irish Farmers' Association (IFA) and as Director of its Brussels Representative Office to the European Economic Community. He was Chief Executive of the Irish Meat Exporters Association from 1980 to 1984. He was a member of the cabinet of Peter Sutherland, then Commissioner for Competition at the European Commission, between 1985 and 1988. He returned to the agricultural sector as Commercial Director of a major Irish export company from 1989 to 1995.
Mr Regan qualified as a Barrister at the Honourable Society of King's Inns (Dublin) in 1985. He practised at the Irish Bar in that capacity from 1995 to 2005 and then as Senior Counsel from 2005 to 2015. From 2007 to 2011, he was also a member of Seaned Éireann (the upper house of the Irish Parliament).
Mr Regan was appointed a judge of the Court of Justice on 7 October 2015 and reappointed for a second term in 2021. He was elected President of the Fifth Chamber by his peers on 9 October 2018.
Mr Regan is Vice-President of the Irish Centre for European Law and Bencher of the Honorable Society of King’s Inns, Dublin.
