Deputy Secretary General, Department of Justice

As head of the Civil Pillar of the Department, Doncha leads on the development, implementation, and critical review of policies and programmes in the areas of immigration, international protection, civil law reform, and access to justice.  He also oversees the management of the Department’s relationship with a range of civil justice agencies under the aegis of the Department, including the Courts Service and the Legal Aid Board.


 He has previously held senior roles as Head of Corporate and of EU Affairs in the Department, incorporating responsibility for Brexit contingency planning, and the Justice sector’s Covid response. In 2019 he oversaw a major organisational design transformation within the Department and more recently led on policing modernisation.
