Noeleen Healy BL

The Bar of Ireland

Noeleen is a practicing barrister specialising in immigration, protection, family law and general civil law. She regularly advises and represents clients in immigration-related matters, protection status determination and judicial reviews.

In 2020, Noeleen was awarded the prestigious Catherine McGuinness Fellowship, where she spent a year working with the Children's Rights Alliance while continuing her full-time practice at the Bar.


Before her career at the Bar, Noeleen gained experience as a judicial assistant at the High Court, a caseworker with the Refugee Legal Service, and a legal researcher for a public body. Noeleen has volunteered with FLAC and other civil society organisations, advocating for migrant rights and supporting vulnerable communities.


Noeleen was educated at NUI Galway. She holds a degree in commerce and a postgraduate law degree. Additionally, she earned an LLM in Peace Operations, Humanitarian Law, and Conflict from the Irish Centre for Human Rights, followed by her BL from the King’s Inns.
